Neither approach is wrong. What is wrong is buying the slow machine expecting to clear a pile in an hour, or buying the fast one expecting it to swallow a two-inch limb.
What 21:1 against 16:1 means in bags
Fourteen decibels is not a small gap
Decibels are logarithmic, so 108 against 94 is not 15% louder. It is roughly twenty-five times the sound intensity. Both machines are firmly in hearing-protection territory and neither should be run without it, but only one of them is a machine you can use on a Sunday morning without a conversation afterward.
Who should buy the CJ603E
A real hedge, a real brush pile, or storm season in a treed garden. It takes 1.73 inch branches, reduces 31% further, runs 14 dB quieter, and publishes a safety hopper with a locking knob so the cutter will not run open.

Who should buy the CJ601E
Light prunings, a small garden, and anyone who needs to carry the machine to the pile rather than the pile to the machine. 25.36 lb gross is genuinely portable, the 4,100 RPM steel blade feeds fast, and it is CSA / ETL certified.
Buy it knowing 108 dB is hearing-protection equipment, that no collection bag is supplied, and that anything over 1.5 inches has to be cut down first.
